Risk Management and Monitoring Programs for Licence Holders

EPA licence holders with a ‘GO5’ operating licence condition or another permission containing a ‘CO5’ condition must prepare a Risk Management and Monitoring Program (RMMP).

An RMMP is EPA’s required approach for systematically identifying risks to human health and the environment arising from activities at a site and for documenting how those risks will be assessed, controlled and monitored.

Following consultation with industry in 2025, EPA Victoria updated its guidance on Risk Management and Monitoring Programs in June 2026.

What is Required in a Risk Management and Monitoring Program?

Key requirements of an RMMP include at least the following:

  • Site details, environmental setting and conceptual site model
  • A risk assessment, including:
    • Risk assessment methodology
    • A risk register
    • Risk management actions and control measures (including ‘critical controls’ and ‘trigger action response plans’ (TARPs)
  • A monitoring program/s
  • Processes for review and continuous improvement

What changed in EPA Victoria’s June 2026 Risk Management and Monitoring Program guidance?

  • An RMMP is required for each permission site.
  • EPA Victoria has clarified that organisations may already have management systems and plans that address some RMMP requirements.
  • The RMMP requirements may be incorporated into existing or new digital or printed management systems and plans, such as environmental policies, procedures, standards, waste management plans, and incident reporting and risk management systems.
  • Consistent with EPA Victoria’s updated guidance, licence holders may reference existing Standard Operating Procedures (SOPs), maintenance procedures, monitoring schedules and other supporting documents, rather than reproducing them in full within the RMMP, provided those documents are current and available on request.
  • .
  • The updated guidance is intended to avoid duplication by allowing RMMP’s to cross reference existing systems and documents where appropriate.
  • The RMMP review frequency and processes need to be documented.
